After being promoted to the rank of General, Minister of Public Security Luong Tam Quang has planned to visit and work in the Federal Republic of Germany.
Minister Quang led a high-level delegation of the ministry that departed from Noi Bai airport at 11 pm on October 22 and arrived at Frankfurt am Main airport, Federal Republic of Germany at 6 am on October 23 (German time).

According to the program, Minister Quang will have 2 meetings and talks with:
+ Ms. Nancy Faeser – Minister of the Interior of the Federal Republic of Germany,
+ Mr. Hans-George Engelke – Deputy Minister of the Interior of the Federal Republic of Germany – in charge of security and federal police.
Purpose of the visit and work in Germany: in addition to the usual diplomatic activities, especially when meeting with Ms. Nancy Faeser, General Quang will ask the German side to support the arrest of Nguyen Thi Thanh Nhan – Chairwoman of the Board of Directors and General Director of Advanced International Joint Stock Company (AIC) – and extradite her to Vietnam.
In return, Vietnam’s side pledged to return Trinh Xuan Thanh to Germany to “restore the status quo” as the German Government has repeatedly requested, because the kidnapping of a person legally present in Germany is an act that violates international law and affects the political security and stability of Germany in particular and the European Union (EU) in general.
The request for German support to arrest and extradite Nhan is part of the Ministry of Public Security’s top-secret program to punish Prime Minister Pham Minh Chinh and Defense Minister Phan Van Giang. Both of these figures are reportedly involved with her.
